Update and failure policy
The normal build path fetches both upstream JSON files before content validation. Schema or invariant failure stops the build and leaves the previous complete snapshot untouched. Set DIRECTORIES_LINKS_ALLOW_STALE=1 only for an explicitly acknowledged offline recovery build; the default never silently serves stale data as current.
